
Dianalan G. Diongal, 45 of age, is the United Kilugay farmers Irrigators Association Incorporated President. Mr. Dianalan and his wife, Mrs. Noraina Banocag Diongal, have five children. They lived in Purok Kilugay, Barangay Carigongan, Bubong, Lanao Del Sur. This area is a rigorous and immense complex context community. From being a farmer, Dianalan was able to train and contribute to the farmers in the community, especially the members of the irrigators association on sustainable agriculture farming. Dianalan said, "even though it's hard to face tensions and difficulties of the farmers and their family concerns, I remain patient in handling my responsibilities as President of the Irrigators Association."
Mr. Dianalan leads the farmers' irrigators association with 78 members. His leadership grants him building a communal irrigation system supported by the IFAD-INREMP project implemented by the National Irrigators Administration Region 10 (NIA) funded by the Philippine government and the International Fund for Agricultural Development for 2020. Mr. Dianalan is a very dedicated farmer. The farmers now focus on rehabilitation and improving the Kilugay Communal Irrigation system instead of farming their land.
Mr. Dianalan is a happy person and very much excited to start the rehabilitation of the Kilugay communal system project. His eagerness to accomplish the construction at the given time led him to create the strategy. First, he group farmers constructing the infrastructure of building lateral A, lateral B, and the main canal to speed up the completion of the project. Second, he led the workers composed of 18 to 50 years of male working the hard labor. Third, he let the woman help by cleaning the construction site and bringing food for the workers, while the senior citizens age 51 and above are the advisers of the farmers' association.
When the rainy season comes, the farmers start to work at 6 am and end by 2 pm before the rain begins. So Mr. Dionalan bought a makeshift tent to cover from the rain, and he also bought five pieces of plywood for the ground base in mixing the cement to avoid the cement from flowing out to waste.
Mr. Dionalan G. Diongal, his leadership with the farmers' Irrigators association members, has completed the project. The project started last January 28, 2021. They have accomplished the rehabilitation and improvement of the Kilugay communal irrigation system project of Lateral A, Lateral B, and the main canal last June 30, 2021.
Completing the project is their proud moment when the context of the area is very complex. Still, the farmers keep their goal and strive to achieve rehabilitation and successfully improve the Kilugay Communal Irrigation System projects' construction. Thus, the associations' teamwork was able to complete the project in the given period. As a result, this project is the first to finish in the middle of the year, while others are ongoing.
During the Covid 19 pandemic, the farmers thought that no one would support them. Therefore, the canal construction for irrigation was their only hope and source of income as farmers to provide for their family needs.
They continued building their life with NIAs' project's support as their partner agency. The partnership includes and supports them in training, coaching, and tutoring in managing their farm. As a result, Mr. Dianalan became a leader that works for the irrigators association. He knows the basic financial system, understands the fundamental leadership skills in running the farmers, especially during the meetings, and was able to find the solution from concerns of the farmers.
The project history of the proposed area initially started last 1979 and was organized last June 12, 1980. The communal Irrigation System has 105 hectares of the service area and 85 hectares of irrigated area.
Given the current complex context of the province of Lanao Del Sur, it is with great joy that they are represented and led by the NIA empowered irrigators association President Mr. Dianalan Diongal. The association facilitation is through the Irrigators Development Officer, Ms. Nelsa Dicay, and Sarah Ramos with the NIA IDO team. In addition, Engr Noroden T. Pangcoga facilitates the construction as the project in charge. With the supervision and support from the Acting Division Manager Mr. Benitez Derogongan of NIA Lanao Del Sur, Irrigation Management Office of Region 10.
The NIA Regional Manager of Region 10 Engr. Constancio G. Bana-ay Jr. aims to reach out a hand and support the farmers amidst the complex and diverse setting. The United Kilugay Farmers Irrigators Association Inc and President Dianalan Diongal have 59 actual farmers beneficiaries, with cropping average intensity before the rehabilitation of 139% and an average yield of 84-85 sacks per hectare.
Mr. Dianalan said, "During covid19 time before the project started, they lost hope, but with the help from the government through the help of NIA and assistance from IFAD-INREMP, Mr. Dianalan Diongal trust in the government is back. Because of these, NIA projects now have a source of income through rehabilitation and improvement of the kilugay communal irrigation system. After completing the construction, they now have a water irrigation canal that can supply water for their farmland and help farmers and their families."
